fear of balloons

Hi My daughter is 3 years old and she is afraid of balloons doesnt need to be blowned or nothing she will not get near balloons at all she can piss in her pants .

this started when she was 1y old a lil boy was making the balloon bounce on her head and it bust eve since she scared of them. she screams and cries and run away from balloons with air without. i dont know how to get that fear away.
